The Victorian Energy Upgrades program for homes offers a hot water system discount on specified energy-efficient appliances, to help Victorians lower their bills.
The Solar Homes Program offers a hot water system rebate alongside the VEU discount (if eligible) for specific heat pump and solar hot water products.
Plus you may get the Australian Government STC discount on certain, eligible hot water systems.
Discount amount
You could claim a discount of up to $560 when you install an eligible heat pump hot water system.
You may also be eligible for a discount of up to $700 for upgrading an inefficient hot water heater with an efficient electric hot water system. (Other discounts may apply when replacing an inefficient electric hot water system. See How much discount to expect under the VEU program.)
You’ll need to meet eligibility criteria and order an approved appliance from a VEU-accredited installer or qualified installer who works with an accredited provider.
Your SEC-endorsed installer will confirm any eligible discounts and include the discount in your quote and bill.

Eligibility criteria
General
To be eligible for the VEU discount, you need to:
- be a Victorian household or business
- install a VEU-approved product (see Approved product list, below)
- install the product in a home or building that is at least two years old.
If you live in a private rental property
If you live in a private rental property, you may be eligible to receive a discount on a hot water system. We recommend that landlords and tenants work together when carrying out any upgrades.

Only VEU-accredited providers or qualified tradespeople who partner with accredited providers can manage the discount for you. All SEC-endorsed installers are either VEU-accredited or they partner with an accredited provider.

Hot water system STC FAQs
The Small-scale Renewable Energy Scheme is an Australian Government program that lowers the upfront cost of renewable energy systems (like air source heat pumps).
When you buy an eligible hot water system, because it is a renewable energy system, this creates certificates called small-scale technology certificates (STCs).
- These certificates have a financial value.
- Your installer sells the certificates on your behalf.
- The value is taken off the upfront cost of your hot water system.
The Clean Energy Regulator runs the program.
Air source heat pumps are a technology type commonly (but not always) used in heat pump hot water systems. To get STC for a heat pump hot water system the model of the system you choose needs to be on the Clean Energy Regulator’s Register of solar water heaters.
To create and claim STC for hot water systems, your system must be eligible and your installer must have the appropriate licences required by the relevant state or territory government to install it.
Your installer will offer an upfront reduction on the cost of your hot water system in your quote.
