Offsite Landscaping Program

The SEC Delburn Wind Farm Offsite Landscaping Program (OLP) has been established to support eligible homes neighbouring the project to screen and filter views of wind turbines. The program, which is part of the wind farm’s planning approvals, offers planting and maintenance of trees and vegetation.

Eligible property owners may be offered either landscape screening works or a one-off payment in lieu of screening, depending on program eligibility and property circumstances. Participation in the program is voluntary and remains open until 12 months following commissioning of the final wind turbine.

Eligibility criteria

Properties may be eligible to participate in the Offsite Landscaping Program if:

  • The dwelling is located within 6 kilometres of a SEC Delburn Wind Farm turbine.
  • One or more turbines are visible from a sensitive area of the dwelling (see fact sheet for more detail on what constitutes a ‘sensitive area’).
  • The dwelling existed before 31 October 2025, when the Offsite Landscaping Program was endorsed by the Minister for Planning.

Check if your property is eligible

How is eligibility determined?

A desktop assessment has been undertaken to determine turbine visibility from properties within 6 kilometres of a turbine.

In some cases where visibility cannot be confirmed, an onsite assessment may be required, including the use of augmented reality visualisation technology to help identify whether turbines will be visible from sensitive areas of the dwelling.

Communications sent to property owners

SEC has begun contacting property owners who may be eligible to participate in the Offsite Landscaping Program.

Depending on your property's assessed visibility and eligibility status, you may have received:

  • An invitation to participate in the Offsite Landscaping Program if the desktop assessment has determined turbine(s) will be visible from the dwelling.
  • A request to arrange a property visualisation assessment if the desktop assessment cannot determine visibility.
  • Correspondence confirming that the property is not currently eligible according to the desktop assessment.
  • Information for dwellings located in residential or closely settled areas and how they can participate in the program if they have visibility of a turbine from a sensitive area of the dwelling, once construction is completed.

If you believe your property may qualify for the program but have not received any correspondence from SEC, or have questions about your assessed visibility, please contact the project team.

For more information on the Offsite Landscaping Program, read the Fact Sheet and other materials below.

Timing

Participation in the Offsite Landscaping Program is voluntary and remains available for eligible property owners throughout the project’s construction and commissioning.

Where turbine visibility cannot be confirmed until after construction is complete, property owners may request participation in the program for up to 12 months following commissioning of the final wind turbine.
